The Anti-Corruption Court in Kampala has remanded Nicodemus Sitenda Mugalu, the Gomba Deputy Resident District Commissioner (RDC), until June 5, 2025. Mugalu appeared before the court on Thursday to answer charges of abuse of office, fraudulent procurement of a certificate of title, and forgery.
The case is being handled by the State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP). He becomes the latest suspect to be charged in connection with a wider land fraud scandal involving property belonging to the Madhvani Group Limited in Gomba District.
Others already in court include the Acting Commissioner of Mapping and Surveys, Kakooza Jasper, and nine other suspects. Prosecution alleges that between 2016 and 2017, while working as a Cartographer at the Mpigi Lands Office, Mugalu arbitrarily plotted land that overlapped with an existing title held by the Madhvani Group, specifically on Freehold Register Volume 60 Folio 4.
He is also accused of forging an application to convert the land from customary to freehold tenure, which he used to fraudulently procure certificates of title in the names of various individuals.
